Sex offender being monitored for 17 years

chch-court-roomA 25-year-old child sex offender was told to “follow closely” while a judge set out details of an extended supervision order that means 17 years of monitoring will follow his release from prison.

Samuel William Brown has already been on an ESO since his release from prison in 2009 after serving time for offending in Invercargill in 2006.

Justice Nick Davidson imposed a new order today for 10 years, which will include an immediate order for a year of intensive monitoring. The order under the Parole Act had been sought by the chief executive of the Department of Corrections.

Before delivering his judgment in the High Court at Christchurch, Justice Davidson told Brown: “I want you to follow closely what I am saying.”

He told Brown the hearing was not meant to be a punishment.

He said the ESO he had been on required Brown to take whatever help and advice was offered by the Department of Corrections. The new intensive monitoring provision was “a new part of your daily life – you need to respond to this”.

The orders were made to protect children and to protect Brown from himself.

“You face real difficulties in managing your behaviour,” said the judge, noting that problems had arisen during the original ESO. “You are a risk to children and to yourself. If things go wrong again, you are likely to face imprisonment for a very lengthy time.”

The order was not made as a punishment but to protect the public, particularly children. “I hope you will really try to play your part.’
